[TechAssist] RCA F31700GG, CTC169JS6. cannot lower G2 enough

TV was given to us.Another "Tech" had it first.First, noticed picture
was way too bright.with brightness at minimum the screen still had
retrace and illumination.I lowered the G2 to minimum but not low enough.
The 200V source to CRT is about +180.This set has a focus/G2 assembly
that slides into a slot on rear of fly.Inside has a ceramic plate with
the pots on it. Seems OK but maybe this is bad.Acts like I need a bit
more range on the G2.Does the fly have more internal G2 circuitry?
Trying to decide if problem is bad g2/focus assy, fly or other.
Another symptom: When I power it off, the split second before it shuts
off the CRT goes bright red. Otherwise pic is perfect.
