[TechAssist] RCA F31672ET - CTC187CJ - Squeals on plug-in

This TV squeals upon plug-in. I know there's a short somewhere causing
the chopper PS to squeal, question is where? Does anyone know what the
common causes for this problem are? I don't have the TV on the bench yet
and I'm asking this question in advance.
