The base does measure shorted to ground in most sets, but as you say DC
only.  You were right; the problem was a tuner shield problem.  A large
trace on one side of the tuner/shield lifted when I resoldered it.

Hi Kevin:
The base of the H.O.T. can not be ground.  How would it turn on?  It is 
close, DC wise.

Sounds like a tuner/shield soldering problem.  Check the top of the 
board jumpers to ensure that they are soldered, too.
