Jeff, most generally  when ac fuse  is blown  and replacing fuse restores
set, it is usually a line spike, when that cap finally gets bad enough it
will knock the reg out,I suppose it would be possible to have intermittent
stk since they employ hybrid film technology, but when used as  regulators,
I have not encountered that, and as earlier post mentioned, the degaussing
thermistor falls apart,(disk seperates from leads), I just solder them back
on(carefully, hth, have a good day.
