The base of that has 6.9 volts the emitter 6.84 and the col. shows "0"volts. The base gets its Y-out from pin 13 of ic U1001 luma/chroma processor, which shows 6.9 volts. The video detector comes out of pin 47 off ic u1001 a 4.59 volts to video buffer Q2305 that shows 5.15 at emiter and 4.59 at base and and coll. goes to ground. This transistor then couples to Q2302 the video inverter , emitter show 4.48 v and base shows5.12v and coll. 9.75v where all of this signal is carried to pin 49 of ic U1001. also you might want to check the beam limit 2703 and the osd black inverter Q2706 for shorts.
