[TechAssist] RCA CTC157

I have a CTC157 in shop that came in with the main filter C4007 blown (top
blown out) and at that time the SCR in PS was blown. I replaced both but no
turn on . I than found that I didn't have startup voltage. Found the low
voltage transformer was open primary side.found replacement for it got my
low voltage back, when it turned it on relay clicked but immediately shut
off, can't find any other thing bad.  I then checked my B+ and I have same
voltage on I/P and O/P of my SCR. It shorted again. the question is will the
loss of the startup voltage cause the SCR to short when AC power is applied,
or do I have some other problem. I believe that this TV had a power surge
from line.
