[TechAssist] RCA Audio RS2519 Dead FIX

Unit was dead had shorted O/P IC LM1876. Replaced now had both +- power
supplies working still no output.
Check Muting on Pins 11 & 6 and Standby on Pins 9 & 13. All should be
less than 0.8V
Found STBY line at 2.5V and leaky transistor (E-C) on stby line
