[TechAssist] RCA AC/DC 13" E13325SF, HV and picture pulsates.

HV goes up to 27-28kV as the picture pulsates.  HV should be 24.6kV.
Why is the X-ray protection circuit not kicking in?  I checked all caps
in the P/S and horizontal section?all tested good for ESR.  Anybody seen
this problem with an AC/DC TV before?  Does anyone know what the B+ is
supposed to be?  If the B+ is normal then it has to be the flyback.  TIA
