[TechAssist] RCA 27GT600, CTC177BP2, no channels. FIXED.

The data line going to pin 4 of U7401 (SM 14 pin IC) inside the tuner
only measured 2 volts, instead of 5 volts. Just outside the tuner I
found an open trace. I don't know how this TV had any channels with
such a large gap in the copper trace. Anyhow, it has all the channels
now.
