Common problem on these, from Tech Repair CD:

SHORTED(224950)\\\\\\\\\
Also,
RCA\19TVR60\POWER LIGHT FLASHES-GOES OUT\\\\PARENTAL LOCK ACTIVATED. HOLD
POWER-ON REMOTE -FOR 10
SECONDS\\\\\\\\\
GE\19TVR60\Repeated Failure Of Hot\\\\Cf06: 100 Ufd/25v\\\\\\\\\
And of course the fuse....you don't mention anything else you checked.
