Not only a Japanese setup...all VCR's have the tape in load position to RW or FF
along with the drum turning for 5-10 mins. with tape left inside.  Have been 
saying
it for years it is a major cause of early head wear and capstan motor problems. 
I
will not honor my warranty on work if customer insist in rewinding tapes in VCR
either, states so on receipt.

I would suspect that Poor quality tape from China and Hong Kong, is more
likely a part of the problem, as is the stupid Sony-esque designs that
leave the tape loaded during ff and rew. Some VCR's even leave the head
spinning for awhile in the stop mode. It should not be surprising that they
do not last long.
