[TechAssist] Quasar SP3231W narrow, Fixed

This Quasar chassis ANEDP311 had a narrow picture. The width and PCC
controls would work but were out of range. Thanks to Dominic DiLeo for
suggesting checking the value of the controls, that fixed it. R760 should
be 5K, it measured 2.7K. Thanks, John.
