[TechAssist] Proscan PS60690/ PTK188AC dead, no chirps, has +5V

No usual "three chirps".
No obvious defect parts.
No B+ at HOT in stby.
Has +5VDC at the I/R board.
+155VDC measured at C6 main filter . So I assume it has raw B+, no reg B+.
Assisting another tech. A pdf of the PS would be nice.
Or some histories. Not a common chassis to me.
