[TechAssist] Phillips 25F800 Relay Chatters then Shuts down

Phillips C#25F800 M#HD2530. Customer said TV got a surge. Relay clicks on power
up, then chatters about 6 clicks, then TV shuts down. Never up long enough to
see a raster.
