[TechAssist] Philips M#MS2730c221 / Starts up, then shuts down

HI,
This philips model starts up when I press the power button, only to shut
down about a second later. The only abnormality I can find so far, it that
the Viotaux 11V supply is only making it up to about 7 V before the set
shuts down. The other secondary supplies come up to normal, before shutting
down.
So far, I've tried changing (C)2486. I was hoping someone had a quick fix
for this one.
