[TechAssist] Philips 55P8341 Chassis PTV915 appears DEAD

When power button is pushed relay clicks and a
second later what sounds like high voltage happens,
but I cannot see any sign that the High Voltage
comes up at all.
H.O.T Checks OK
Damper checks OK
Diode 6306 checks OK
LED on front of set stays full on, no blinks at
all.
Voltage across C 2313 is steady at 131vdc.
attempting to check voltage on collector of the
H.O.T. gets a small arc, which causes a noise in
the speakers briefly.
I cannot be sure of the 200vdc reading as the Fluke
model 73 goes kinda nuts .
Is it possible or probable that the SSB is at
fault?
Any way to test for that??
Of course, I have no schematic.
Any assistance appreciated.
