Kevin,
Obviously, the first thing to do would be to clean off all that white
stuff from the board.  Then, if the customer had turned the set on (or it
already was on) when water or some other liquid got inside, just imagine
what circuit damage might have been done on that board!  Time to roll up
your sleeves.  Hook up your scope and look at all the supply lines.  They
should be clean with hardly any AC on them.  Also, scope the cathodes of
each CRT as well as measuring their DC voltages.  They should be very
similar if they are working properly.  With all these troubles, figure
something in common with them all.
