[TechAssist] Panasonic PC-33X78S(Yanedp212) No Start condition!

I am hoping some has a print of the power supply on this set. There is no
relay activity when power is applied. If I jumper the relay the set starts
up with a blue screen. I have no 12 volts present on the primary side of the
relay.
This set uses a STRS6301 regulator. The power supply is on a separate board
from the main chassis. I have checked all the caps and diodes in the power
supply. When the set starts up the waveform looks clean and is vary stable
at 135 volts so the regulator seems ok?
