I have the service book on the WV-BM500 and the PS looks identical. 
Always in the center of the circuit board where there are the rectifiers 
the bakelite board is cooked and two zeners are bad:
D4:  YWRD5.6FB3  (5.6V ZENER)
D5:   YWRD6.2FB1 (6.2V ZENER)
Also 4 caps in a row nwxt to them:
C10,11,12,13 all 47ufd@16V, change them all.
May have to use the diode leads to jumper the bad areas of board sort of 
a=la bread board style.
Fixed.
BTW the camera that goes with it is a  Panasonic WV-71 and must be 
plugged into one of the three BNC camera inputs before powering on the 
monitor or camera  will not work. Maybe the monitor disables any unused 
inputs...Plug in the camera, then power monitor up. Camera gets it's 
power thru the coax.
