[TechAssist] Orion TV2521 power problem

This 2002 model works fine until the power is turned off. Then it will not
power up again unless it is unplugged for at least several minutes. Relay
just clicks when power button is pressed. B+ was 139 volts, but turned it
down to 125 volts and no change.
Found that you can turn it off and on again OK until it has been on for
about a minute.
