[TechAssist] Old magnavox RP2590 supply "pulses" , dead

Hi,
Can't find the manual for this,(7503), although we've got alot of old stuff...
No shorts that I could find, but the supply does not start , only pulses as if
in a shutdown mode.
I suspect a bad cap or caps. Anyone know for sure or have a 7503 ?
