[TechAssist] Need troubleshooting manual-JVC

Saw on WinStips about a troubleshooting paper on a JVC TV AV36950. Problem is
the front red LED blinks on/off and can hear relay clicking at same rate. From
indications this is a bear to troubleshoot! Would like a copy if anyone has
it. Don't know the JVC number for the tip.
