After a lot of those companies went out of business some years ago, the
various State Insurance Commissions started to monitor the remainng
companies and required them to have insurance to pay off claims in the event
of a business failure. The insurance had a dollar limit so all claims did
not necessarily get paid. In addition, the insurance commissions required
surviving companies in the same business to pick up the accounts of the
failed companies, again with a dollar limit on the liability. Some states,
as a last recourse, required the selling dealer to pay the extended service
agreement claims.
The only way to find out what the situation is with regard to Federal is to
contact the insurance commission in the state in which they were based. You
can usually do that by email.
