Dale, Check the filter cap feeding the voltage rail that energises the power relay coil through a resistor. It most likely is low in capcitance and has allowed the dc level of the rail to drop below the threshold of being able to actuate the relay. There is digital 5V p-p pulses on one side of the switch and when you push the button the pulses are transferred across the switch OK, so the switch is OK.
