FIXED...
Ring crack around collector of Q401, bad C411 (4.7uf/350v) surrounded by
power resistors and vertical heat-sinks. +B was stable at 131.5VDC.
Anyway, tweaked the CRT, nice picture, I'll let this burn in for a
couple of days before releasing it.

Did you check for bad solder on the transistors? also did you check the
caps
in the vertical circuit? You don't say what you checked. Also make sure
your
B+ is clean to the transistors.
