[TechAssist] MS3250C321 plays 10 seconds-shutsdown

Hello All
   Hoping one of you philips techs can help . I changed the flyback and still 
the same. Adjusting screen does'nt help this one at all. I noticed I only have 
127 volts B+. It should be140 volts.The set will not go into sdam without 
shutting down continuously about 3-4times then quits.When the picture comes on 
it has a 1 inch margin both vert and horiz.There is a UNDER voltage problem 
here and I was hoping someone can tell me if there is an adjustment or a part 
to change. The 10 volt zener at the photocoupler seems ok. Is it worth ordering 
a new 8 pin volt reg IC or has anybody seen a bad cap or something.This 
regulator circuit is really tough to figure out.
   Any help here is really appreciated  TIA!!!!
