[TechAssist] JVC model C13310 chassis C-44 No start-up ( power lite blinks )

Hi members,
This is a newer 2002 model JVC.
Power relay clicks on at plug in to A/C,...then clicks back off, and red
power light continues to blink. No functions at this point.
Bridge Rect. voltage to Reg. IC comes up to 154 volts DC, before unit shuts
down.
B+ frpm Reg IC comes up to 150 VDC, before unit shuts down. Replaced Reg. IC
STR30134,...NO help. H.O.T. is NOT shorted. Standby voltages also fall from
+13 on relay, to 0, after shut down.
Could this be a parental lock problem , or is it something else ?
I hate to make posts on these 13" sets, but I have several of them (Brands
from A to Z,...ONLY 50 JVCs) from the local prison, and expect to see this
problem more often. I have to fix it,...cause it is too new to junk.
Any help is a appreciated.
