I don't have another LA7832 to sub, however I did pull the old one from the board to inspect it. It looks heat damaged, some of the white letting on the IC is faded. The area on the PCB around LA7832 has turned brown. I fired up the TV without the vertical IC, it still shutdown, so I'm not sure if the LA7832 is causing the problem. Personally I can't see it being the problem, this IC is powered by secondary flyback voltage, if this IC were a "load" problem one would think the fuse resistor off the flyback would open or the IC would pop/short. I will order a LA7832 or two, there that cheap, and check out your suggestion. If anyone else wants to contribute a thought, please don't hesistate.
