Doug,

I have had mixed success with these sets.  I have fixed many with just the
regulator IC and a cap or two, some require a diode or two in the PS and a
couple I have just given up on after working for days to fix.  My best
recommendation is to get the manual, replace the regulator and test every
component in the power supply primary,secondary and feedback circuits
carefully.  If you find any useful info please post it as many of us
struggle with these JVC units.
