[TechAssist] JVC AV27920 dead

JVC AV27920 Dead, I found the system control microprocessor IC 701 was
loading down 5V power supply, I replaced the IC, set is still dead. The
Power On LED is blinking & I have no data activity between the system
control IC & IC 702, eeprom. Any suggestions?
What does the blinking led indicate? Thank you
