As I recall from training many years ago, which may have been
changed by now.
everything is compared to a half wave dipole antenna.
Any gain antenna is getting the gain from restricting the
radiation in some direction and directing it in another.
some antennas restrict the radiation going vertically and
force it to stay near the earth.
if they say it has a 3 DB gain, the signal at a given distance
would be twice as strong as from a dipole antenna.
