[TechAssist] Hitachi tv model 27CX5B - chassis M3LXU

I have no video or audio from tuner -
video inputs ok - Voltages on I201 (TA1201AN) all check ok except pin 3
and pin5. Pin 3 voltage =.003V (should be 3.3V
pin 5 voltage 0.7V ( should be 4.5v)
Injected IF signal at tuner IF output - no help
Removed tuner and injected IF to pins 7 & 8 (IF input) no help
Suspect I201 (TA1201AN)
Does anybody have any notes on this ?
