[TechAssist] Hitachi 27CX30BC, chassis A3LXU, goes into shutdown

This set is driving my crazy!  When the power button is pressed the HV
comes up for 2 seconds and then goes into shutdown.  Found and replaced
shorted vertical IC with no change.  The B+ is supposed to be 130, but
is 137 for 2 seconds until shutdown.  HV is 30.2 kV, which according to
the service manual from the Hitachi website is 2.2 kV high.  Flyback
rings good.  All caps in x-ray protect circuit test good for ESR.  Any
thoughts?
