Jeff, ZD6 was the culprit, oddly enough the part number on the zener I
removed was Z43, and I believe this is a 43V zener. I replaced it with a
33V 1 watt device and everything is peachy. Again thanks.

I checked C14 already; it's not 220uf but 470uf - weird. I will check
that zener you mention and get back on this. Thanks for the quick reply.
