[TechAssist] GE VCR - VG2021 - SMPS Problem - Display blinks once when power "ON" button pressed

Hi all,
VCR came in dead. Found and replaced the following bad/blown parts in
SMPS:
Q1 - C4418
Q2 - ECG382
D02 - IN4148
C09 - 22uf/16v
Now when I hit the power "ON" button the display blinks once at that's
all folks. Checked all the secondary caps - OK, I believe a zener is
breaking down under load but no sure which one. Has anyone got an ideal?
