Gary,
Did you remove that coil L14401, clean the leads and reinstall?
Some other things I found, from Tech Repair CD:
Rca\CTC203\Dead-fuse open\\\CTC203\The Horizontal output transistor was

power supply transistor was shorted* Q14101* pn 244223\A feedback transistor 
was leaky* Q14103* pn

transistor base end of

This is only the 2nd CTC203 I've worked on.

I have this GE TV model 32GT740 chassis CTC203CA9 with shorted HOT Q4401
and reg. transistor Q4101 and open fuse. Haven't checked resistors yet
but diodes all check ok. I have tested the flyback with my HR flyback
tester and it shows a good collector waveform, 39kV output and no
indication of problems.

I have read tips that suggest the flyback is usually bad if the HOT is
shorted. Is it a case where it shorts under full load? My HR tester
hasn't been wrong yet so I'm wondering if it is a given that the flyback
should be replaced regardless.

What is the part number for this flyback?
