First thing to check:
From Tech Repair CD;
GEN ELECTRIC\19TVR60\GOES DEAD IN 5 SECS.\\\\MODE SWITCH- CHECK ALIGNMENT- 
CHECK PINCH ROLLER
PLACEMENT\\\\\\\\\
Another common problem is shorted motor driver IC.

Customer said that set went dead as the set was on.  No tape was in the
VCR.  When first powered up, relay clicks on and off, HV for a split
second.  Set then goes into shutdown.  B+ is 119.4 volts before power
button is pressed, after power button is pressed, B+ drops to 2 volts as
set goes into shutdown.  Could not find any shorts or open resistors.
All caps checked good for ESR.  TIA
