That is a very common problem. If DP27 is shorted, check the fuses in
the secondary of the PS, especially FP61 (little brown pico fuses).
This is in the feedback path for the PS and without it the PS runs at
maximum. Also check DP63 for short. These often go bad for no good
reason. John.
