[TechAssist] FIX ptk169 flashes...convergence

I left the subject line a little vague on purpose.

Symptom:
Set comes up and flashes all three CRTs.  The convergence Power supplies,
+/- 15 and 45 would cycle on and off.  With the green convergence yoke
unplugged the set would work.

Fix:
R7028, 12K .25W open.
Q7012 shorted  204303 superseded by 227405  (2sa1837)

The important note here is that the red, green, and blue circuits are
identical, therefore this symptom could be seen for R7070, r7028, r7112,
r7049, r7002, r7091, and possibly some other areas.
