[TechAssist] [ FIX ] GE model 19GT243 chassis TX808R - DEAD / with a tic, tic.

Symptom: Dead,...won't turn on,...hear a tic tic. H.O.T. (TL02) collector
reads 80 volts.
Solution: Replaced DL04 (BY448) part # 248797 (shorted).
