The way Florida is on tax, "pure" labor, or service is no tax.
parts is taxable
parts+labor combined on a bill, ALL is taxed.
So, just an estimate fee alone is no tax.
My invoices have a three part. One i tear off and give the customer at 
drop off. It shows where he paid "39.00 paid. estimate fee, will apply 
to final bill if approved"...
On an approved final invoice, i have parts $x.xx, labor $x.xx, sub total 
$x.xx, sales tax $x.xx, total: $X.XX -less  deposit: 39.00.(or what 
ever) Bal due: $X.XX.
If after called, estimate is declined, I invoice it as "estimate 
declined... diag. fee only.Paid"...
Maybe I add "customer says keep set" or is dated at pick up time. "out 
on 4/20/04"... like that.
And yes, there are some 29.00 VCRs here as well. I just don't adjust my 
whole business by the LOWEST COMMON DEMONINATOR. There's also some very 
costly sets out there.
Chili's doesn't set their rates based on McDonalds.
And I'm not pushin Big Macs...
