Ian,

The relay drive transistor should be drawing current, low collector voltage, 
to energize the relay when you push the on/off button. The collector voltage 
should rise to B+ when you remove the bias, such as shorting the emitter to 
base. At any time the emiiter-base junction of any transistor is able to 
control the collector current flow, the transistor is good. If the relay 
circuit is good, try replacing the HOT, may check good but run into it many 
times and cause the shut down intermittently. Check the board for bad solder 
connections, specially around the HV sweep circuit.
