[TechAssist] Durabrand DBTV2500 25" TV, need to know value of high voltage

I have been looking at the service manual for this TV on the
Memorex/Durabrand website and I can?t find what the HV should be.  The
TV turns on for about 4 seconds and then shuts off.  The HV measures
29.3 kV which seems high to me for a 25? set.  The heaters aren?t coming
on either.  I noticed in the schematic that the x-ray protect circuit
turns the heater off and on.  I am suspicious that the HV is indeed too
high, but I am not sure.  I have replaced the HOT, STR30110, and 2 power
resistors.  TIA.
