Howdy... Low level format actually clears everything, including the partition table, so that it matches the way the drive was shipped from the manufacturer. FDISK on the other hand allocates a portion of the hard drive for a specific operating system, and is required before you even format the drive high level. In regards to CD-ROMs that drop CAB files, I find this a bit hard to believe. Basically what is probably happening is that you either do not have enough buffers set up for the CD-ROM drive through MSCDEX, or you are running drvspace (DriveSpace), and the buffer is not being flushed before the system is rebooted. Next time you get ready to install a copy of Windows 95, Windows 98, or Windows ME, and are at a command prompt, type setup /? and watch the list that comes up. There is an option to tell the setup program NOT to use drvspace. Some Cheap CD ROMs will drop certain .cab files during an install. They'll work fine for most things but not a fresh install... Also, I've had to run fdisk on several drives before attempting to install Windows 9X on several machines. For some reason, some low level formats will not address the boot sector or will leave "something" that it doesn't like. It's probably a waste of time in some cases, but I nearly always fdisk before an install.
