Jon, did you read the CC help files set up procedure? It implies that 
the chip must be in the chassis and all you can doe with a 175, 176, 
177, 186 and 187 is to reinitialize. See copy/paste below:

CTC175, 176, 177, 186 & 187 Setup Procedure

The only procedure that can be performed on these chassis with Chipper 
Check is initializing the EEPROM to factory settings.  The set MUST be 
OFF and UNPLUGGED when initializing the EEPROM.  You must first 
determine if your set has a Motorola or ST microprocessor.  The IC, 
U3101, will be marked with either ST or Motorola.  If the IC is a 
Motorola ground pin 1, if the IC is marked ST ground pin 2.  Retain this 
ground while the EEPROM is being initialized.  Remove the ground before 
restoring the set to operation.  Prior to initializing the EEPROM, an 
external 5 volt supply and a 1K resistor must be connected.  DO NOT 
apply the external 5 volts until after the chassis is selected in the 
Chipper Check software.  If  5 volts is applied before the chassis is 
selected a NO COMMUNICATIONS error may result.

The diagram below shows how Chipper Check is connected to the chassis. 
Adapter board 212121 (supplied), 7 jumper wires and an IC clip are used 
to connect the Chipper Check interface box to the EEPROM.  You may 
connect leads directly to the IC or use an IC clip.  The IC clip shown 
in the diagram is a Pomonaâ clip, Pomona part number 5108, available 
from most parts supply houses.
