[TechAssist] CTC-177CN power supply buzz

Good evening,
                     I have this 31" rca model F31671SE chassis ctc177cn , came 
in dead, replaced U4101 (STK-730-010) with a new one but unsure of where it 
came from, does not appear to be counterfeit, but after installing this ic the 
set comes on fine, then in about 5 min the picture gets wavy lines in it and 
eventually the picture goes in and out. When the TV is off raw 15volt source 
goes from 15 volts to 20 volts and the b+ goes from 140 to 212 and then you 
hear the buzz, turn the set on and the voltages go back to normal until you 
turn it off again. Has anyone seen this problem before or anything close to it?
