I did some swapping of boards and discovered that circuit board PWB
DA-02 is at fault. It is a double-sided board with 9 surface mount
IC's! Does anyone have one of these in their junk pile? Thanks.

This multi-format VCR will play NTSC tapes fine, but will not show a
picture with PAL or SECAM tapes--just a grey raster. The audio plays
fine. I went into the menu and all the settings are correct. I have
another working model in the shop to compare it to, but I don't even
know where to start looking without the schematic. TIA.
