Yes, that was my question.  Can a resistor measure good "out of circuit"
but break down under load (fail) "in circuit"?

I had forgotten about that.
Must remove them to test.
 
Another scenero is the two resistors on the zenith
projo's that causes loss of OSD, video and
convergence.
They cannot be checked reliably in circuit either.
But I don't think this was his question.
I "believe" the question was "can a resistor read
correctly(on an ohm meter) out of circuit, and
still break down under voltage".
To which I think the answer is still yes. I know
caps do it all the time.
But it's not the same thing.
Sometimes replacement is the only way to know for
sure.
