First let me say I am no TIV expert,
From what I read on:

No, you can not swap 1700 heads to a 2000.
The bores are not the same.
1679cc (read 1700cc) is 90mm bore and 66mm stroke
1795cc (read 1800cc) is 93mm bore and 66mm stroke
1971cc (read 2000cc) is 94mm bore and 71mm stroke
I guess you could have the 1.7 heads "opened up".....?
