The Spacer is wedged between the drum and the inner bearing race.  It
shouldn't spin on the axle independently of the race and drum.  Chances are
the drum is worn on the spines or wasn't tight enough.  You could also have
a failing bearing. Remember there is an inner and outer bearing there.
